Women’s Alliance for the Empowerment of River Spaces

The Opportunity

The Schuylkill River along Kelly Drive and MLK Drive is one of Philadelphia’s most iconic corridors—used daily by walkers, runners, cyclists, rowers, paddlers, families, commuters, and visitors from across the city and beyond. It is a place of deep civic pride and living history, including Philadelphia’s vibrant rowing community, whose presence along the Schuylkill River is nationally and internationally recognized.

Yet today, this stretch of the river show clear signs of wear and neglect. Deteriorating infrastructure, limited seating, inadequate lighting, graffiti, and the absence of basic amenities such as restrooms contribute to a perception that this once-celebrated space has been forgotten. These conditions impact safety, limit accessibility, and discourage broader community use. This is especially true for women, families, and older adults.

The Women’s Alliance for the Empowerment of River Spaces (W.A.T.E.R.S.) came together to support improvements along the Schuylkill River and to celebrate the contributions of women throughout the city’s history—women whose leadership, labor, advocacy, and creativity have shaped Philadelphia but are often underrepresented in public spaces and historical narratives. Through thoughtful interpretation, design, and placemaking along the River we will elevate these stories while strengthening a sense of belonging for all who use the space.
